P&I Cover: Understanding the Difference Between Mutual and Fixed Premium Markets

9 June 2026

Mutual P&I Clubs

The International Group of P&I Clubs provides mutual cover to approximately 90% of the world's ocean-going tonnage. Members share risk through a pooling arrangement, with annual premiums (calls) subject to supplementary adjustments based on pool claims experience.

Fixed Premium Markets

Fixed premium P&I products are offered by commercial insurers and provide certainty of cost. These policies are typically suitable for smaller vessels, coastal traders and owners who prefer budget certainty over the broader coverage and claims handling infrastructure of mutual clubs.

Key Differences

  • Cost certainty: Fixed premium provides exact annual cost; mutual clubs may levy supplementary calls
  • Claims handling: Mutual clubs maintain extensive correspondent networks; fixed premium providers may have limited overseas infrastructure
  • Scope of cover: Mutual clubs typically offer broader discretionary cover; fixed premium policies have defined limits
